There is a decent argument that this city has an unfair advantage in frozen dairy. Chilliwack sits in the middle of the largest dairy-producing region in British Columbia, on a municipality that is roughly two thirds farmland, and the distance between a milking parlour and a freezer cabinet can be very short here.
